In the global approach framework, the building of the communication and information society is, for Tunisia, an essential national choice the state is committed to fulfil and to put into practice thanks to the continuous structural reforms and the reinforcement of infrastructure in the field of the technologies of communication and information in our country. Among the numerous initiatives taken in this field is the organization of the fifth edition of the international conference that deals with the theme: “Sciences of Electronics, Technologies of information and Telecommunications (SETIT 2009)”. This initiative regroups the research unit :Sciences and Technologies of Images and Telecommunications, the Higher Institute of Electronics and Telecommunication of Sfax and the Laboratory of Informatics, Robotics, and Microelectronics of Montpellier which closely collaborate with 19 Tunisian and foreign organizations: 11 research organizations (units, laboratories and research teams) and 8 educational organizations (institutes, Schools and Faculties) with the support of the Tunisian Ministry of Higher Education, Scientific Research and Technology, the Tunisian Engineers Order, the French Institute of Cooperation, four universities among which three are foreign, the Alumni Association of the National School of Engineers of Sfax (AIDENIS). Just like the four previous editions, SETIT 2009 has the ambition to promote a technological reference, to provide original innovating ideas and answers, to contribute to the elaboration of a common language cenetred on the information treatment and telecommunications. In this respect, it suggests to keep informed about the state of the art of theory, to find out and to apply in the field of telecommunication and information treatment, on the one hand, and to present future innovations, on the other. This fifth edition, which is held from 22nd to 26th
March 2009 in Hammamet, Tunisia, unites scientific lecturers who will present
their recent findings and six tutorials. It will also include 16 oral sessions and 2 poster ones. The 258
presentations will be focusing on 5 themes covering Image and Video,
Electronics, Signal Processing, Information
Processing, Telecom and Network. The SETIT 2009 scientific committee regroups 40 renowned scientists
from different countries: Algerian, Cameroonian, Canadian, Chinese,
Cypriot, Egyptian, French,Gambian, German, Ghanaian, Greek, Haitian, Indian, Iranian, Algerian, Iraqi, Japanese,
Jordanian, Lebanese, Libyan, Malagasy, Moroccan, Nigerian, Pakistani,
Romanian, Rwandan, Saudi, Sudanese, Timorese, Tunisian. Part of the bilateral Franco-Tunisian cooperation, this conference has
acquired, since its first edition, an international status due to the
important themes and matters it deals with as well as its international radiation grown and illustrated by the participation
of 40 countries. We hope that SETIT 2009 is an international crossroad, a meeting point
for Technology and Science and that it offers its participants the
opportunity to:

granted us the honour of presiding this international conference SETIT 2009 and for his highly
appreciated moral and financial support. We would like also to thank Mr. Mohamed
Lamine ELABED governor of Nabeul, Pr. Hamed Ben Dhia, the President of the University of
Sfax, and Mr. Ghlem Dabbech, the President of the Engineers Order
Council of Tunisia, for their support and attendance during the different steps of the preparation for this international
manifestation. We would like to thank as well the invited
lecturers, for the pertinence and quality of the presented research papers, and the tutorial presenters. We, also, would like to express
